In 2000, the First International Conference "Artificial Intelligence - 2000" was held in Ukraine (Katsiveli, Crimea). The conference adipted working definitions of intelligence and artificial intelligence:
- Intelligence is a set of universal procedures that allows you to consciously build specific algorithms for solving private creative problems.
- Intelligence is an algorithm for solving problems formed by consciousness.
- Artificial intelligence is an algorithm for solving problems formed by artificial consciousness.

The First International Conference "Artificial Intelligence-2000" was held on September 11-16 in autumn, in the beautiful sunny village of Katsiveli, in the Ukrainian Crimea. Silence and pristine nature had a beneficial effect on the atmosphere of the conference, contributed to the fruitful work of scientists, recreation and creative communication. |

The first international conference "Artificial Intelligence - 2000" is an international forum of scientists specializing in mathematical cybernetics, theoretical informatics, computer engineering. The conference was established for a fruitful exchange of scientific experience, ideas and methods for solving intellectual problems. |

The most important purpose of the conference was to organize meetings of scientists - representatives of various organizations and agencies related to solving intellectual problems of economics, ecology, regional management, etc., which require the use of computer methods of intellectualization of information processing, with potential customers and users of intellectualized information technologies, as well as discussion of fundamental principles of formation of cognitive bases of scientific knowledge in such a complex system as a person with his unlimited possibilities of intellectual activity. |

An exhibition was opened at the conference, at which the computer programs and intellectual games, computer intelligent systems, electronic textbooks and current samples of robots were presented to participants of the conference. |

... I must say that there are especially great difficulties in the formation of the idea of artificial intelligence: but I am quite sure that since society needs artificial intelligence ... this problem will be solved, no matter how many obstacles are out there.

OF THE 1ST INTERNATIONAL SCIENTIFIC AND PRACTICAL CONFERENCE
"ARTIFICIAL INTELLIGENCE - 2000"
11-16 SEPTEMBER 2000
KATSIVELI (CRIMEA, UKRAINE)
The first International Scientific and Practical Conference "Artificial Intelligence - 2000" was held from 11 to 16 September 2000 in the village of Katsiveli (Crimea, Ukraine). It was organized on the initiative of the Donetsk State Institute of Artificial Intelligence (Rector Shevchenko AI) of the National Academy of Sciences (NAS) of Ukraine and the Ministry of Education and Science of Ukraine, the Department of Informatics of the NAS of Ukraine, the Ministry of Education and Science of Ukraine, (Director I.O. Kalyaev) with the participation of the Taganrog State Radio Engineering University of the Ministry of Industry, Science and Technology and the Russian Academy of Sciences (RAS). The work of the conference took the form of plenary and sectional meetings and discussions. Simultaneously with the work of the conference, an exhibition of achievements in the field of software and hardware for the creation of intelligent computer technologies and intelligent robotic systems was held.
The conference was attended by more than 100 people, including world-renowned scientists: Academician of the Russian Academy of Sciences, Adviser to the Presidium of the Russian Academy of Sciences Vsevolod Sergeevich Burtsev; Academician of the Russian Academy of Sciences Anatoliy Vasiliovych Kalyaev, Adviser of the Research Institute of Multiprocessor Computing Systems of the Taganrog State Radio Engineering University; Corresponding Member of the Russian Academy of Sciences Vitaly Alexandrovich Lopota, Advisor to the President of Russia, Director of the Central Research Institute of Robotics and Technical Cybernetics; Professor Anatoliy Ivanovych Shevchenko, Rector of the Donetsk State Institute of Artificial Intelligence; Professor Igor Anatolyevich Kalyaev, Director of the Research Institute of Multiprocessor Computing Systems of Taganrog State Radio Engineering University; Professor of Sofia University Dmitry Petrov Shishkov (Bulgaria); one of the creators of the lunar rover, Professor Alexander Leonovich Kemurdjian , All-Russian Research Institute of Transport Engineering; Doctor of Technical Sciences Vitaliy Feodosiyovych Bardachenko , Director of the Center for Timer Computing Systems of the V. M. Glushkov Institute of Cybernetics of NAS of Ukraine; other world-famous scientists, as well as graduate students, young scientists, students, who represented scientific organizations and university centers of Ukraine, Russia, Bulgaria, Georgia. The participants presented interesting reports and developments at the conference.
At the plenary and sectional sessions of the conference 52 reports were presented, numerous problems and questions on the current state and prospects of modern development of computer technologies of high level of intelligence were raised.
Topics of sections:
- "Problems of artificial intelligence"
- "Computerization of natural languages"
- "Intelligent programs. Hardware and software for artificial intelligence systems support".
During the discussion "The problem of artificial intelligence and artificial consciousness" the conceptual issues of formation of artificial intelligence were discussed, the definitions of "intelligence", "artificial intelligence", "consciousness", "artificial consciousness" were widely discussed.
The participants of the conference expressed a great interest and activity.
The conference received congratulatory letters with wishes of fruitful work from the Administration of the President of Ukraine, Vice Prime Minister of Ukraine Mykola Hryhorovych Zhulinsky, President of the National Academy of Sciences of Ukraine Borys Yevhenovych Paton, First Deputy Minister of Education and Science Yaroslav Stepanovich Yatskiv. The conference was covered by representatives of numerous mass media: journalists, film and photo documentarians, correspondents of newspapers and magazines. Proceedings and other materials of the conference were previously published in the form of abstracts and as a special issue of the International Journal "Artificial Intelligence" (№ 3'2000).
The following was stated:
- Research and developments in the field of artificial intelligence, intelligent systems and computer technology are extremely relevant. It determines the main direction of modern world scientific progress.
- The extensive experience and a significant amount of theoretical and applied research in the field of intelligent systems and computer technology have accumulated In the Russian Federation, Ukraine, Belarus. There are highly qualified scientists and specialists. That allows to make a significant progress and keep up with the technologically advanced countries.
- It is worth paying attention to the creation of a new conceptual basis of intellectual means, new generations of information systems and robotics, which has technical hearing, vision, image recognition capabilities, broad physical capabilities of movements.
- It is necessary to improve the terminological and conceptual apparatus of scientific research related to the creation of artificial intelligence.
- Modern mathematical base of researches and available theoretical achievements allow to create already in the first decades of the twenty-first century modern technical means of highly parallel computing structures, which exceed the available foreign analogues in terms of their parameters.
- Particular attention should be paid to the more intensive development and research in the field of computational linguistics and computer technology related to human-machine communication within the International Project "Computerization of Natural Languages".
DECISIONS
The conference participants decided:
- To continue research in the field of information computer equipment and technologies of intellectual level and periodically exchange the achieved experience and results of researches at conferences, symposiums, seminars.
- To accept the concept of formation of artificial intelligence on the basis of creation of artificial consciousness.
- To approve the following definitions:
- Intelligence is a set of universal procedures that allows you to consciously build specific algorithms for solving private creative problems.
- Intelligence is an algorithm for solving problems formed by consciousness.
- Artificial intelligence is an algorithm for solving problems formed by artificial consciousness.
- To continue the discussion of these definitions in the Internet.
- To address the national academies and national ministries of science of the conference participating countries with a proposal to create a special program of research on topical issues of the current conference "Artificial Intelligence - 2000" on the basis of the conclusions, statements and results of the conference, to submit it for possible funding as state-important national research and development.
- To propose to the national ministries of education of the countries-participants of the conference improvement of the existing educational programs connected with intelligent information technologies, intelligent information means and systems, intelligent robotic means and systems, means of modern computing.
- To introduce an award for young scientists for the best report on the problems of artificial intelligence with its presentation during the conferences "Artificial Intelligence".
- Considering the state importance of scientific research in the field of artificial intelligence and the experience gained during the I International Conference "Artificial Intelligence - 2000", to hold the conference every year alternately in Ukraine and Russia. The II International Conference "Artificial Intelligence - 2001" to be held in September 2001 in Gelendzhik (Russian Federation).
