INSTITUTE OF ARTIFICIAL INTELLIGENCE PROBLEMS

UNDER THE MINISTRY OF EDUCATION AND SCIENCE OF UKRAINE AND THE NATIONAL ACADEMY OF SCIENCES OF UKRAINE

 

 The Institute of Artificial Intelligence Problems under MES and NAS of Ukraine was established as a result of the mutual decision of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine with the rights of a legal person on the basis of the Special Design Bureau “Intellect” of the Donetsk State University.

By the decree  the Presidium of NAS of Ukraine № 272 of 1 November 2001 the Institute was integrated into the Department of Informatics of The National Academy of Science of Ukraine.

The Institute  owes its development to the first director, Corresponding Member of NAS of Ukraine, Honoured master of sciences and engineering of Ukraine, Doctor of Engineering,  Doctor of Theology, professor Anatoliy Ivanovich Shevchenko. Anatoliy Shevchenko was awarded the certificate of the Supreme Council of Ukraine (The Verkhovna Rada of Ukraine) and the Order of Merit (Ukraine), 2nd and 3rd class for the significant contribution to the science, education, socio-cultural and civilian activities, for the enrichment of the scientific capacity of Ukraine. Presently he is a head of the Institute of Artificial Intelligence Problems.

Over the period of its existence from 1991 to 2016, the Institute of Artificial Intelligence Problems has gone through the organizational and scientific formation in accordance with the main goal of its creation: the concentration of creative efforts and the effective use of scientific and technical potential in the search and solution of urgent problems in the development of intelligent systems, innovative information and communication technologies, intelligent robotic systems and a comprehensive study of artificial intelligence systems with the aim of implementation in various areas of society. 

Over the years of his scientific and educational work, Anatoliy Shevchenko has created Donetsk school of thought of artificial intelligence. Scientific research of a theoretical and applied nature on the problems of artificial intelligence systems are carried out under the guidance and with the direct participation of Anatoliy Shevchenko to the present day.

The Institute is a leading institution of the Donetsk section of the Scientific Council of the of NAS of Ukraine on “Cybernetics”. The Donetsk section coordinates the activities of research institutes and higher education establishments of Eastern Ukraine on research in the field of artificial intelligence and intelligent robotic systems.

In 1997, at the initiative of Anatoliy Shevchenko, the Donetsk State Institute of Artificial Intelligence was established on the basis of the Research Institute of Artificial Intelligence Problems (Cabinet of Ministers Resolution № 526 dated 29 May 1997 and the Decree of the Ministry of Education and Science of Ukraine № 254 dated 9 June 1997), which was reorganized into the State University of Informatics and Artificial Intelligence under the authority of the Ministry of Education and Science of Ukraine by the Cabinet of Ministers Resolution № 1192 dated 3 October 2007.

Another milestone in the development of the Institute of Artificial Intelligence Problems was the creation of the Scientific and Educational Complex "Intellect" (Decree of the Ministry of Education and Science of Ukraine № 194 dated 24 October) with the aim of integrating education, science and production. The Complex includes: State University of Informatics and Artificial Intelligence, the Institute of Artificial Intelligence Problems under MES and NAS of Ukraine, Professional Lyceum, Educational Complex “Society” (Kharkiv), lyceum and gymnasium "Intellect", 34 comprehensive educational institutions of all regions of Ukraine

The activities of the Educational Complex “Intellect” are aimed mainly at the interpenetration and joint development of the educational and scientific component, work with talented youth and students and the optimization of highly qualified scientific and pedagogical personnel training by involving them in the implementation of real scientific and scientific-technical projects in the scientific departments of the Institute. An important difference in the training of scientific and scientific-pedagogical personnel is the distribution of postgraduate students across the science departments, which made it possible to conduct training of highly qualified personnel for the system of the NAS of Ukraine.

The only specialized scientific dissertation council for defending degree dissertations (Candidate of Technical Sciences) on the specialty “Systems and means of artificial intelligence” in the region was created and operated at the University.

The scientific and pedagogical workers of the university and the scientists of the institute defended 40 candidate and 3 doctoral dissertations.

An important stage in the development of the Institute of Artificial Intelligence Problems was the creation of an innovative structural unit - the Laboratory for the development of computer textbooks (Order of the Ministry of Education and Science of Ukraine № 20 dated January 20, 1997), focused on the development of innovative, at the time, methods and techniques of applying information technologies in educational technologies, the creation of e-learning tools and the development of the information and communication component of distance learning; methodical ware and software, effective methods for creating educational programs.

In 2010, in order to increase the efficiency of work with talented youth, scientific and technical council of the Institute, with the support of the Department of Informatics of the National Academy of Sciences of Ukraine, established the scientific youth school “Systems and means of artificial intelligence”, which takes place annually. The purpose of this event is to analyze the achievements of research conducted in Ukraine and the world in the field of artificial intelligence by various scientific schools, deliver lectures and discussions by prominent Ukrainian and foreign scientists to young scientists and presentations and discussions of the scientific achievements of young scientists.

The Institute of Artificial Intelligence Problems is the founder, organizer and regular participant of many conferences, in particular the International Scientific and Technical Conference “Artificial Intelligence and Intellectual Systems”. The important results of the conference should include international discussion and coordination of the conceptual and terminological apparatus of the artificial intelligence industry, in particular, the discussion and promulgation in decisions of an international authoritative program committee the definition of the concept of artificial intelligence as an algorithm for solving creative problems formed by artificial consciousness.

A large role in the establishment and development of the Institute of Artificial Intelligence Problems is played by international relations and international scientific cooperation. Together with the German-Ukrainian company “Soft Xpansion GmbH&Co.KG”, multimedia teaching tools on geography and history were developed - “Encyclopedia of Disasters” and “Around the World in 80 Days”. The development of the electronic textbook “Multimedia Mathematic” was carried out jointly with the German company TEDATA for German educational institutions. The electronic textbook was printed several times in Germany (Franzis Verlag Poing publishing house). Joint conferences and other scientific events with the long-term partners of the Institute of Artificial Intelligence Problems are continuing: Belarusian State University, Brest State Technical University, Yale University, Soft Xpansion GmbH & Co.KG company, Lublin University of Technology.

 

Since 1993, the Institute of Artificial Intelligence Problems has been demonstrating its scientific achievements at the World Exhibition of Computer Technologies and Telecommunications CeBIT (Hannover, Germany), which confirms the world level of research and development. The Institute is involved in scientific conferences, seminars, and exhibitions. The developments of the Institute were presented at the exhibition of specialized equipment and technologies “Science for Production”, the national exhibition-action “Barvista Ukraine”, the Ukrainian Forum of Internet Figures iFORUM 2016, at the international exhibition “Safety 2016”.

To make it possible to publish and disseminate the scientific results, the Institute has founded a publishing house "Science and Education", where editorial processing of scientific literature is carried out. This literature passed the procedure of scientific review and approval by the scientific and technical council of the Institute, and contains information on the results of scientific, scientific and technical, scientific and pedagogical, scientific and organizational activities, theoretical and experimental studies (research publication), texts of cultural heritage , historical documents or literary texts (archaeographic or source studies), wich were prepared by scientists for publication; scientifically systematized data and materials reflecting the history of science and the current state of scientific knowledge (scientific reference or scientific information publication).

The main scientific departments of the Institute work in accordance with the relevant and modern directions of research in the field of computer science and artificial intelligence.


Main focus areas:

Development of the concept and theory construction of the national intelligent next-generation computer on the basis of brain science.

Laying the theoretical foundations for the architecture of a personal computer with the functions of artificial intelligence.
Development of the methods, methodologies for analysis and image recognition in the task of diagnostics of technical and biological objects which is conducted by the systems of artificial intelligence.

Development of the scientific-theoretical basis for the creation of the robotic mechanical hardware computer complexes of broad assignment.

Intelligent robotic systems including mobile robots.

Creation of the systems of visual and verbal images recognition.

Computer systems of psychological diagnostics and correction of psychological state of a human.

Creation of the natural language computer interfaces and recognition of the verbal images.

Introduction of the contemporary information technologies:

- in biomedical research of the functional capabilities of the human brain;

- in the field of education: creation of the intelligent information and training systems and development of electronic learning tools.

Creation of biotechnological systems which are capable of fully or partially freeing a person from the controling of complex and technologically hazardous objects.

 


Since 1991, the Institute of Artificial Intelligence Problems has been developing dynamically and continues to strengthen its position in the scientific space of Ukraine. The Institute sees a prospect in the development of scientific areas in the development of fundamental and applied research to create the fundamental basis of the architecture of an intelligent information system with elements of artificial consciousness and artificial intelligence of a new generation for the automatic formulation and solution of applied creative tasks of the subject (user); fundamental basis for building new socially-oriented human-computer interfaces (including natural-language interfaces) for building a society without constraints; development of the theory and methods of identification of video objects and parameters, which characterize mutual positions and orientations, as well as other parameters of objects in motion.

By the order of the Ministry of Education and Science of Ukraine and the National Academy of Sciences № 955/393 dated 28 August 2014, the Institute of Artificial Intelligence Problems continues to work at: Akademika Glushkova avenue, 40, Kyiv.
