9th International Scientific and Technical Conference “Artificial Intelligence. Intelligent Systems - 2008 "(AI - 2008) was held from September 22 to September 27, 2008 in the village of Katsiveli, Crimea, Ukraine. The conference was organized at the initiative of the Institute of Artificial Intelligence Problems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine and the State University of Informatics and Artificial Intelligence of the Ministry of Education and Science of Ukraine, academician A.V. Kalyaeva of the Southern Federal University, the Southern Scientific Center of the Russian Academy of Sciences, the Belarusian State University with the support of the Ministry of Education and Science of Russia, the Russian Academy of Sciences, the Russian Foundation for Basic Research, the Journal of Computer Science and Information Technology, the Department of Informatics of the National Academy of Sciences of Ukraine, the Ministry of Education and Science Ukraine, the National Academy of Sciences of Belarus. 

The conference was held in the form of plenary sessions, workshops, discussions, and round tables "Current state and development prospects of the scientific and technical direction "Artificial Intelligence" and "Natural language information technologies". Simultaneously with the conference, the Scientific Youth School "Systems and Means of Artificial Intelligence" (SMAI  - 2008) was held. The conference was attended by over 230 scientists, specialists, postgraduates and students representing 93 scientific and industrial organizations and universities from 40 cities of Russia, Ukraine, the Republic of Belarus and other countries of the world, including 5 corresponding members of RAS, NASU, NASB, 22 Doctors of Sciences, 27 Candidates of Sciences, 35 graduate students and students. At the plenary and sectional sessions of the conference, 155 reports were presented , numerous problems and issues of the state and prospects of modern development of information and computer technologies and artificial intelligence systems were raised. The conference was held on the following scientific and technical areas:

  1. Conceptual problems of creating artificial intelligence systems
  2. Applied Intelligent Systems
  3. Decision-making, planning and management systems. Information security of intelligent systems
  4. Intelligent interfaces and pattern recognition. Digital signal and image processing systems
  5. Training and expert systems
  6. Management and information support of mechatronic and robotic systems
  7. Neural network and fuzzy systems
  8. Architecture, algorithm, and software of intelligent multiprocessor systems
  9. Speech recognition. Intelligent systems for working with natural languages.

A wide range of theoretical and applied problems were discussed at the plenary and breakout sessions; artificial intelligence systems, systems for forming and making decisions, planning and controlling intelligent systems for working with natural languages of multiprocessor computing and control systems with massive parallelism, parallel computing, neural network technologies, network and multi-agent technologies, digital signal and image processing systems, data analysis and pattern recognition, including musical ones; management, information support and application of robotic systems. The participants of the conference were active. They demonstrated a great interest to the event.

Proceedings and other materials of the conference were previously published in Ukraine as the collections of materials from the conference “Artificial Intelligence. Intelligent Systems - 2008 "(in two volumes, total volume of 50 p.), In No. 3'2008 and No. 4'2008 of the journal "Artificial Intelligence" in the volume of 153.1 p. and a collection of abstracts of the Second International Scientific Youth School "Systems and means of artificial intelligence" in volume 8.7 p.
The following was noted:

1. Research and development in the field of advanced information and computer technologies and artificial intelligence systems are extremely relevant. It determines the main directions of development of modern world scientific progress.
2. Ukraine, the Russian Federation, and Belarus have accumulated a great deal of experience and conducted a significant amount of theoretical and applied research in the field of super-efficient computing and control systems, neural network technologies, digital signal and image processing, pattern recognition; creation of robotic systems, their control, information support and application; creation of artificial intelligence systems for various purposes. At the same time, there is a large number of top-notch scientists and specialists with great scientific potential, which makes it possible to create multiprocessor computing and control systems, robotic systems, artificial intelligence systems corresponding to the modern level of advanced Western developments, and even surpassing them in a number of parameters.
3. Holding a conference on the considered and interpenetrating areas, allowed to significantly increase the level of the achieved scientific result, led to the generation of new ideas and the creation of new joint projects. The experience of an interdisciplinary approach during a joint conference has shown the high efficiency of such scientific events.
4. In the course of the conference, it was noted that a number of presented reports did not correspond to the theme of the conference.


DECISIVE PART
The conference participants decided:

1. Continue research in the field of high-performance computing and control systems, robotic systems, artificial intelligence systems, intelligent systems and regularly exchange the acquired experience at joint conferences, symposia, seminars.
2. The program and organizing committees of the next international scientific and technical conferences should continue to involve enterprises and companies working in the field of information and computer technologies and artificial intelligence systems, to invite them to participate in conferences.
3. To draw the attention of the program committee to the need for a more rigorous selection of the presented reports according to their scientific content, topics and scientific level, proclaimed by the conference "AI - 2008".
4. On the basis of the competition for the best reports presented at the conference and the Scientific Youth School SYS - 2008 by young scientists and graduate students, to award a cash prize of 1000.0 rubles to each of the following speakers:

5. The best reports, noted at the conference sections, should be recommended for publication in the leading journals of Ukraine, Russia and Belarus, included in the list approved by the Higher Attestation Commission of these states.
6. The next international scientific and technical conference “Artificial Intelligence. Intelligent systems” to be held in the village of Divnomorskoe, Krasnodar Krai, Russia.
