XVI ANNIVERSARY INTERNATIONAL SCIENTIFIC CONFERENCE

«ARTIFICIAL INTELLIGENCE AND INTELLIGENT SYSTEMS»

(AIIS'2016)

November 29-30, 2016, Kyiv, Ukraine

XVI Anniversary International Scientific and Technical Conference "ARTIFICIAL INTELLECTUAL AND INTELLECTUAL SYSTEMS" (AIIS'2016) was held on November 29-30, 2016 in Kiev, Ukraine. The conference was organized on the initiative of the Institute of Artificial Intelligence Problems under MES and NAS of Ukraine, Faculty of Computer Science and Cybernetics of Taras Shevchenko National University of Kyiv, Belarusian State University, Faculty of Applied Mathematics and Computer Science of Belarusian State University, Brest State Technical University, Lublin University of Technology, Lublin, Poland, Soft Xpansion GmbH & Co. KG (Bochum, Germany).

The work of the conference was held in the form of plenary and section meetings, discussions, round table "Topical issues of artificial intelligence and modern informatics", Youth International Scientific School "Systems and means of artificial intelligence".

The conference was attended by 2 academicians of NAS of Ukraine, 3 corresponding members of NAS of Ukraine, 9 doctors of sciences, 12 candidates of science, 12 graduate students, students of Taras Shevchenko National University of Kiev, representing 19 scientific institutions, higher educational establishments and industrial organizations from 10 cities of Ukraine, Belarus, Poland, Czech Republic and other countries. In absentia, 28 people attended the conference.

At the plenary and sectional sessions of the conference, 35 reports were presented, numerous problems and questions of the current state and prospects of the development of artificial intelligence systems, and information and computer technologies were discussed. The conference was held in the following scientific fields:

  1. Conceptual, philosophical and methodological problems of artificial intelligence systems creation.
  2. Algorithmic support and software of parallel computing intelligent systems.
  3. Human-machine interfaces.
  4. Knowledge-oriented decision support systems.
  5. Neural networks and neural networks technologies. Information systems security problems.
  6. Cyberphysical systems.
  7. A wide range of theoretical and applied problems of creating artificial intelligence systems, decision support systems, forecasting and control, parallel computing, neural network technologies, image processing systems, analysis, understanding and synthesis of natural-language texts, gesture recognition in human machine interfaces, control of unmanned land and air vehicles, information support of robotic systems was discussed at plenary and sectional meetings.

 

Participants of the conference stated the following:

1. A significant impetus for the further development of artificial intelligence should be the philosophical generalization of the essence of artificial intelligence, its role in the further development of the social sphere.

2. The fields of application of artificial intelligence are unlimited and together with information tools allow to obtain decisive competitive advantages in the modern world. The use of intellectual tools in many applications can now achieve a fundamentally better or one possible solution, especially in the tasks of increasing the security of the country, protection of information technologies from external interference.

3. Despite the considerable expenditure of time, intellectual and material resources worldwide, and proposed by past International Scientific and Technical Conferences "Artificial Intelligence and Intellectual Systems" and the definition of artificial intelligence, it lacks a coherent scientific theory that would cover the concepts of consciousness, mental and other components of personality as an analogue in the way of development of application systems. As a result, it is impossible to clearly identify the subjects of fundamental and applied research and concentrate resources for their successful implementation.

4. Conducted roundtables, scientific discussions and discussions of reports testify to the need for new conceptual approaches to artificial intelligence with the development of concepts of electronic consciousness.

5. The topic of the conference was expanded with the introduction of new scientific directions: biocybernetic and physico-technical foundations of intelligence based on studies of human psychophysiological states in extreme conditions.

6. Within the Belarusian-Italian project implemented by the participants from Brest State Technical University, the results of the creation of new intelligent devices (infobuses) for use in big cities with the purpose of optimization of public transport, which indicates the global importance of the development of unmanned vehicles, were presented.

7. The participants of the conference unanimously pointed out the scattered nature of the Ukrainian national scientific schools and the need to concentrate their efforts on solving these problems and achieving significant innovative goals in the field of artificial intelligence. At present, the number of scientific and engineering personnel, reports, students, government support and funding, industry orders, etc. has decreased in this field. In fact, Ukraine lacks a sole ideological center of artificial intelligence. Disparate educational and methodological materials for higher education deteriorate conditions for the work and communication of leading scientists and specialists.

8. The conference participants concluded, that at the moment the state of current research and evidence demonstrates the impossibility of further research in artificial intelligence without the involvement of scientific knowledge in biology, medicine, philosophy, engineering sciences. Therefore, it is now possible to state the transition to the stage of defining of artificial intelligence as the interdisciplinary field of knowledge.

9. Greater attention should be paid to the more intensive development of research and development in the field of computational linguistics and computer technologies related to natural language communication between human and machine.

10. However, despite these problems, the conference showed a steady increase in interest in the problem of artificial intelligence and cooperation in this field, as well as the availability of highly professional scientists, specialists and educators, promising young people and capable students.


 

 

Decisions

Decisions of participants of the conference:

1. Continue research in the field of artificial intelligence problems, high-performance computing and control systems, robotic systems, artificial intelligence systems, intellectual systems, and regularly share experience at joint conferences, symposia, seminars.

2. To continue the work of the program and organizational committees of the following international scientific and technical conferences on the directions for involvement of enterprises and firms actively working in the field of intellectual information and computer technologies, Internet of things and smart systems in the organization of conferences.

3. To develop scientific discussions, update and expand the subject and new scientific directions on the problems of artificial intelligence, in every way to support national authors. Pay greater attention to the further development of the concept and definition of "artificial intelligence", "electronic consciousness".

4. To promote and popularize the topic of artificial intelligence in the National Academy of Sciences, in the National Academy of Pedagogical Sciences, in the Ministries of Education, in scientific publications and mass media of Ukraine and Belarus. Encourage the national Ministries of Education of the countries participating in the conference to take steps to improve existing training programs related to intellectual information technologies.

5. Represent and integrate scientific and pedagogical schools of national and international formats. Maximize the ability to publish in the international scientific and technical journal "Artificial Intelligence" for new ideas and the development of traditional trends and theories, take all steps to improve the scientific level of the journal and its inclusion in the SCOPUS scientific and metric base.

6. Discuss contemporary problems and trends of artificial intelligence development on the websites of the Institute of Artificial Intelligence Problems and Taras Shevchenko National University of Kyiv.

7. Actively seek government funding for artificial intelligence research and development and engage leading scientists and professionals to do these research in the face of reduced funding from industry and private organizations. Strengthen international cooperation to achieve a high level of fundamental and applied results.
