The first seminar of the executors of the scientific project "Creating a strategy for the development of artificial intelligence in Ukraine"

Ukraine plans to return to the set of countries where part of the state budget revenues will come from competitive information technologies sales, including systems with artificial intelligence. Artificial intelligence has been chosen as the most promising area for basic, scientific, technical and scientific-experimental research.

At the beginning of 2020, the state research project "Creating a strategy for the development of artificial intelligence in Ukraine" was launched.

The project provides:
• definition of the terminology used in the project, in particular the term “Artificial Intelligence”;
• definition of a new competitive product on the world-level market in AI area;
• determination of the scientific and teaching staff of Ukrainian universities and research institutes in Ukraine;
• analysis of the results of previous scientific research in world science;
• revival of scientists' confidence in the possibility of creating a new generation of machines with AI in Ukraine;
• determination of the necessary financial support;
• analysis of the geographical location of scientists;
• determination of a specific area of ​​implementation of the results of scientific research.

A team of experts with experience in creating artificial intelligence has been formed, working in the institutions of higher education, the National Academy of Sciences of Ukraine and commercial structures.

The first seminar of the executors of the scientific project took place on May 22, 2020 online. This is the first fundamental project in Ukraine since independence, the results of which are aimed at conquering the market of artificial intelligence systems. During the seminar it was noted that most of the developed countries of the world conduct intensive research in the field of artificial intelligence. The problem is not solved yet. The country that first creates systems that will have artificial intelligence, which is the result of the work of artificial consciousness, ie having the ability to generate knowledge from information, will have priority in the world.

The first discussion of the research project and the definition of scientific priorities were attended by:

Oleksandr Bilokobylsky - responsible executor of the project, head of the department of philosophical problems of artificial intelligence of the Institute of Artificial Intelligence Problems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine, Doctor of Philosophy, Professor;

Bodyansky Eugene - Professor of Artificial Intelligence department, Kharkiv National University of Radio Electronics, Doctor of Technical Sciences;

Eroshenko Tetyana - Scientific Secretary of the Institute of Artificial Intelligence Problems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine, Ph. D.;

Kazymyr Volodymyr - Professor of the Information and Computer Technologies Department at Chernihiv National Technological University, Doctor of Technical Sciences;

Serhiy Kovalevsky - Head of the Mechanical Engineering Technology Department at the Donbas State Machine-Building Academy, Doctor of Technical Sciences, Professor;

Kondratenko Yuriy - Professor of the Intelligent Information Systems Department at the Petro Mohyla Black Sea National University, Doctor of Technical Sciences;

Klymenko Mykita - administrator, researcher at the Institute of Artificial Intelligence Problems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine;

Lande Dmytro - Head of the Department of the Institute of Information Registration Problems at the National Academy of Sciences of Ukraine, Professor of the National Technical University of Ukraine "Kyiv Polytechnic Institute named after Igor Sikorsky", Doctor of Technical Sciences, Professor;

Tereshchenko Vasyl - Head of the Department of Mathematical Informatics, Taras Shevchenko National University of Kyiv, Doctor of Science, Professor;

Oleg Chertov - Head of the Department of Applied Mathematics at the National Technical University of Ukraine "Kyiv Polytechnic Institute named after Igor Sikorsky", Doctor of Technical Sciences, Professor;

Shakhovska Natalia - Head of the Department of Artificial Intelligence Systems at the Institute of Computer Science and Information Technology of the National University "Lviv Polytechnic", Doctor of Technical Sciences, Professor.

Participation in the project is proposed to members of the Scientific Council, in particular - the section "Informatics and Cybernetics" of the Ministry of Education and Science of Ukraine, who lead research teams in computer science and artificial intelligence and represent the vast majority of higher education institutions in Ukraine, scientists of the National Academy of Sciences of Ukraine.
